Dear Ms. Amond,
Thank you for meeting with the Land Use Committee of the Chatsworth Neighborhood Council on January 22, 2004. As we mentioned at that meeting, we are sending you a letter to outline the additional information that we need, based on the initial meeting where you were not able to answer many of our questions, or those of community members who attended the meeting.
Trails
Please provide location of trails within the project and linkages to offsite trails. Specifically, please note there are two trails that link to State Park Lands to the north (through Eagles Nest) and two trails that link to DWP lands southerly of Tone Yee (one is toward the west on the hilltop, the other is on the west side of the major canyon that flows to Chatsworth Nature Preserve). Additionally, please note several lots surrounding the property to the east are RA, provide how equestrian access to the trails is maintained in light of the development. Provide information on the availability of public access to these trails, in light of your expectation the project will be gated.

Gated Entrance
Provide information on location of proposed gate to project, and how any traffic backups at that gate are to be handled. Will the gate be manned, or key-guarded? Provide information on how emergency access exit will be completed, given that Eagles Nest is not part of the ownership of this project.

Emergency Exit via Eagles Nest
Provide copy of permission granted to use less-than standard width of emergency access route, which you advised a) existed and b) would provide to us.

Wildlife Corridor and Open Space
Provide information supporting viability of wildlife corridor, which you advised would be satisfactory, to Chatsworth Nature Preserve at the minimal width suggested by this project, with two roads bisecting it (the road at the end of the project going to Eagles Nest and the emergency access road). Provide information on how the "open space" acreage is to be permanently preserved as open space; will it be deeded to the Santa Monica Mountains Conservancy, or another open space landholding group, such as
State Parks to create an extension of the 670 acre Santa Susana Pass State Historic Park, immediately north of the Eagles Nest project? Provide information on the amount of land that will be absorbed due to fire break requirements, and the amount of land that will be left in a natural state.

Drainage and Sewage Concerns
The latest plot plan significantly changes the natural waterflow from natural drainage through the main canyon (that now will be an elevated road to join Eagles Nest), that mostly now exits to Chatsworth Nature Preserve, such that it now drains to Andora. Andora Avenue residents are concerned with already-existing flooding and sewage overflows. Provide information on how storm water drainage will occur after the project (where will it go, and volume of same), which is not addressed in the EIRs. Provide information on what construction of sewer systems and/or improvements of existing lines on Andora Avenue will occur. Provide projections of current estimated flow based on current usage and future usage. Include Eagles Nest future residences (17 homes as we last heard) in the future usage projections. Provide information on the timing of these improvements relative to the construction period for the project, ie, will improvements to infrastructure be made before homes further load this overburdened system?

Eagles Nest Project
Provide information on the status of the Eagles Nest project. As noted at the meeting, we believe these two projects need reviewed together. Will the Eagles Nest project incorporate that same roadways and trail systems as the Tone Yee project. Is Eagles Nest still proposing an additional 17 homes, as indicated on the prior plot plan that we saw?

Traffic
Past EIR documents for each of these projects are old, and indicated traffic at major nearby intersections operating on a LOS A or B. Constructed homes along Andora Avenue have increased significantly since the initial documents were completed, also. Current environmental data on other projects indicate the traffic flows generally are F at major streets. Provide updated traffic studies for applicable intersections.
Scenic Views, Scenic Corridor, Preservation of Rock Outcrops
Please provide information on which specific rock outcrops will be destroyed, particularly by the new road to Eagles Nest that is not covered in any of the prior EIR documents. Provide information on how the road will look, and how homes will look, in light of the Plummer-Valley Circle Scenic Corridor's Specific Plan.
Fire Buffers and Landscaping Concerns
Please provide information on what vegetation will remain in natural state, which is a "buffer zone" and therefore will have significant fuel modification. Provide acreage of undisturbed lands (with no fuel modification) after the project is completed.

How Construction Will Occur
Please provide information on whether the lots will be sold as lots with individuals then building them out, or if the development will be all built out by the developer and then homes will be sold. (ie, will there be a long or short term building period?)
