Dear Greig,

At the request of its stakeholders, the Chatsworth Neighborhood Council voted unanimously at the December 3 general meeting to ask your help to abate a property nuisance with the potential to cause property damage, personal injury and even death.

The property in question, owned by Mr. Charles Smith, is located in a canyon where Browns Creek and Devil Creek converge. It is immediately north of SR-118 and northwest of the northerly termination of DeSoto Avenue. Mr. Smith?s property is not fenced or posted and is surrounded by public land owned by Caltrans to the south; the Santa Monica Mountains Conservancy to the west; Los Angeles County Flood Control to the east; and Browns Creek Park, owned by the City of Los Angeles, to the north.

For decades, stakeholders have used connecting trails linking Mr. Smith?s property and public open space for legal recreation uses including mountain biking, horseback riding, picnicking, and hiking. For the last several years, however, we have witnessed such activities there as trash dumping, paint ball games and camping. Most recently and of most concern, we have found partygoers and itinerants burning campfires on the property, which is located in a mountain fire district. In light of the recent Simi fire that threatened our community we feel that it is time the City take some action to stop the illegal activity on this property and abate the conditions that attract it.

The Fire Department enforces brush clearance by homeowners for their own safety and that of their neighbors. Similarly, property owners in our hillside areas should be held responsible for mitigating conditions that present a hazard to surrounding residents. We seek your help to enforce a cleanup of the debris littering the subject property that, in turn, attracts illegal activity endangering stakeholders, their families and their homes.
