Public Safety & Transportation Meeting - Approved
December 15, 2009
Time: 7:00 PM
Secretary: Clara Woll

1: Lucie Volotsky, Vice-Chair, called the meeting to order at 7:03 PM in the Hal Bernson Meeting Room of the Chatsworth Train Depot, 10038 Old Depot Plaza Road in Chatsworth.

Roll was taken.  Council Committee Members present: Varoujan Deirmenjian, Jan Eddy-Languein, Richard Nadel, and Lucie Volotsky.  Council Members absent were Diana Dixon-Davis, Scott Munson, and Linda Ross, all excused.  Stakeholder Members present: Michele DeGaetano and Clara Woll.  Helen Davis was absent.  A quorum was present.

Item 2: No stakeholder comments.

Item 3: Richard moved approval the minutes for November 17, 2009 as presented.  Minutes approved.

Item 4:  Scott has contacted Councilman Smith's office regarding the proposed ordinance on sidewalk repair by homeowners, but is waiting for additional information.  Clara moved that this item be tabled while information is being gathered.  Motion to table the item was unanimously approved.

Item 5:  Clara noted that the committee had sent a letter to the Waste Water Collection Division of Public Works last year listing 24 storm drains needing cleaning.   The drains had been cleaned promptly.  She also noted that they had responded quickly to a recent phone call reporting a blocked drain.  Richard suggested changing the letter to thank Waste Water Collection for their prompt response.   Clara moves to send a revised letter to the City including a thank you for their prompt service.  The motion was unanimously approved.   In addition, an article will be sent to Saul for inclusion in the CNC E-Newsletter telling stakeholders how to report blocked drains.

Item 6: Clara reported that Darren Martinez had responded via e-mail to Judi and Scott regarding our letter to the City Attorney asking the process to be followed when "General Improvement Performance Bonds" expire. She phoned him with some additional questions. Clara moved that the letter to Public Works be tabled pending further information from the City Attorney's office.  Motion to table the item was unanimously approved.

Item 7: There was a discussion about the placement of the radar speed sign on De Soto Avenue.   Richard noted that there does not appear to be power north of Rinaldi, which may limit the sign placement or require use of a solar panel.
 
Item 8: The motion to designate Diana Dixon-Davis as CNC's representative to the Department of Transportation (DOT)-MOU Committee was withdrawn because Rita Robinson, General Manager of DOT, has suspended the department's participation in the meetings, blaming the budget deficit.

Item 9: The "Open Action Item" list was reviewed as follows:
--Richard will finalize and send a letter to the City requesting that streets be repainted quickly after slurry coating.
--The letter requesting improvements to the pedestrian/equestrian crossing at Topanga Canyon and Santa Susana Pass Road was approved by CNC at the December meeting.
--Helen and Lucie will work together on getting costs for items needed by LAPD Devonshire Division for their children's safe room.
--Michele will discuss with LAFD their needs for Chatsworth.
--Diana will develop and print safety calendars.
--Darren Martinez of the City Attorney's office responded to PS&T's inquiry about the process followed when developers do not complete public improvements. 
--The CPR is full and the First Aid class has 29 people signed up. The classes are scheduled for Saturday, February 6, 2010 at the Chatsworth Four Square Church on Canoga Avenue.  The CPR will be from 9:00 to noon and the First Aid from 12:30 to 3:00.
--There has been no response to the letter to DOT requesting a 25 MPH "Children's Playground Zone" for the front of Mason Park on Mason Avenue.
--The "School Zone" for De Soto Avenue has been approved by DOT.  "Horse Crossing" signs have been posted as a result of DOT looking at that intersection, but DOT needs to paint the crosswalk yellow at the same time they put up the "School Zone" signs.
--The check for the elliptical trainer for Fire Station 96 has been issued.
--Megan of Councilman's Smith's office talked to Jan about the best place to post signs on Brown's Canyon Road.
--The speed limit sign on Mason north of the radar sign will not be put up until the City Council approves the speed limit ordinance. 
--DOT is working on getting a right turn arrow at Mason and Rinaldi as requested in our letter.
--Lucie is continuing to talk with people about how to establish Emergency Preparedness groups in Chatsworth.
--The letter requesting "No Unhitched Trailers" signs for Mason and Lassen was sent to Councilman Smith's office. Committee member comments:

Item 10: Richard moved to adjourn the meeting.  Lucie adjourned the meeting at 7:55
